Should government force you to eat only at places closest to you regardless of quality to be fair to business?

The restaurant owners need to start a union. The union officials can sit at the door of each restaurant and only let people into the restaurant that live close by. The union could give kick-backs to the grocery owners so that the grocery stores raised their prices making it more affordable to eat at the restaurants than at home. Soon the grocery stores would only be providing food to restaurants and the restaurants could raise their prices. They could also set the amount of tip at any price they want to protect their employees.
