Confussing numbers with letters is a learning difficulty?

My 5 years old confuses letters with number and vice-versa, I mean she says that 1,2,3... are letters or she writes letters and say they are numbers, she can identify some numbers but she can't figure out the vowels. Is that some kind of learning difficulty or she's just confused?
